| This will be a WIP for some time but will be updated as often as possible. I'll start with the weakest ones to try and set the minimun characters need to learn jutsu at all As the lowest stat a character can have is five I'll only list requirements that exceed that number. Nakimane no Jutsu (Animal Cry Imitation Technique) - Spoiler:

Minimum stat points required: Range: see text Sub-type: Supplementary Notation: open Preparation: a very few hand seals Description: By using this technique, the user creates one or more duplicate of himself. The clones stay near you and disappear when attacked. The clones appear by the user's side and cannot stray more than 100 feet away from the original. The duplicates look like the user and are perfect duplicate, but they cannot speak or perform any action that requires having a body, like lifting an object or attacking a creature. Once touched by another creature or moved object it disappears in a puff of smoke. A clone does make noise when it moves and it has a scent but does not affect the environment in any way(such and bending grass or leaving foot prints). They cannot perform any action that requires concentration and of course, cannot perform any technique. In any event the clone disappears after one minute per level unless another point of chakra is spent for each clone the user wishes to maintain. Drawbacks: situational jutsu
Henge no Jutsu (Transformation Technique) - Spoiler:

Minimum stat points required: Range: Self Sub-type: Supplementary Notation: open Preparation: some hand seals Description:This technique is taught to most every student of the academy, minus those that can't or won't use Ninjutsu. Using this technique, the user assumes the form of a person other than himself. He may freely designate the specifics of his new form (such as height +/- 1.5 ft, weight +/- 50 lbs, hair texture and color, skin tone, etc.). In this new form, the user keeps his special abilities, but does not gain any of his new abilities other than its natural weapons and cannot change his voice. He keeps his own stats and levels. He can create equipment, natural weapons or simply make it so that his new form carries the same equipment as he does, but cannot create something overly complicated or that uses Chakra (no advanced weaponry, exploding tags, summoning scrolls, etc) and is not automatically proficient in them; any part of the body or piece of equipment that is separated from the whole reverts to its true form. Any object created or transformed still functions as that object(a knife shaped like a spoon still cuts) The user can also use Henge to transform into an object with in the same dimension restrictions as stated before. He cannot replicate the effects of an object crafted with chakra. He may use Henge no Jutsu to transform his clones, but doing so costs 1 more chakra per clone transformed. The range of the technique in this case is of 20 feet and affects any clones at the user's discretion within that range. When the a transformed user is hit while maintaining a transformation, the technique abruptly ends. A creature that interacts with or intently observes the transformed creature may recognize it as transformed, but will not be able to determine what the true form of the creature or the user is. Creatures that can See Chakra or See Through Chakra can notice chakra moving in an odd pattern around the user, which may give them away. The user, when performing Henge, may also spend 1 additional point of chakra to increase the duration by 10 minutes Drawbacks: creates a fake image not a real transformation
Kawarimi no Jutsu (Body Substitution Technique) - Spoiler:
Elemental Affinity:N/A Type: Ninjutsu Chakra Cost1 Stamina Cost:N/A. Minimum stat points required: Range: Mid Sub-type: Defensive Notation: open Preparation: a few hand seals Description: The user substitutes himself with another object of approximate size that he can lift with his carrying capacity, found in his general area. This allows him to effectively replace himself with a chakra construct and use this technique to either create a Diversion or Avoid an Attack. The construct left behind is a fair likeness of the user and can pass inspection at first glance. No barrier can be between the object and user that the user cannot easily go around or through(such as a wall, a locked door, etc) Diversion: The user replaces himself with a construct that appears in his current position, while he may move up to 30 feet away. The construct can follow a single, simple command. The construct will follow the command for up to 3 posts, until dismissed or it comes in contact with a physical object of any kind, no matter how light. The replacement cannot spring a trap unless the object used can potentially do so (ie, a log might trigger a pressure plate trap). The replacement does not evade, dodge, block, and is not capable of sentient thought, nor is it capable of performing any activity beyond its given command. It is completely non responsive and cannot be altered after being created, and is likely to act in an uncharacteistic way that will make the deception obvious to anyone interacting with it. A creature that can See Chakra or See Through Chakra can notice a strange pattern of Chakra over the construct, which will in turn enable it to identify the construct as being a replacement.
Avoiding an Attack: The user performs Kawarimi as an action before an enemy attack and moves as though with the Diversion use of this technique. To do so, the user must be aware of the attack. Avoiding can be done up to 1 time per battle per ten levels. The attack avoided must be from a creature with a level equal to or lower than the user The user cannot avoid an attack if he is immobilized in any way. The construct that is used is immediately destroyed and cannont be used for Kawarimi again. If performed with only one hand free, the user can only dodge an attack from some one of lower level. An opponent can choose to lower the value of its level for the purpose of allowing an opponent to evade the attack in this manner, but not increase it. In any case the jutsu cannot avoid a jutsu of higher rank than what the character could normally use. Each use of Avoiding an Attack stacks with all other techniques with effects that allow you to Avoid an Attack, such as Hijou Kawarimi no Jutsu or Shundou for purposes of how many attacks can be dodged in this manner. Saihou no Jutsu (Sewing Technique) - Spoiler:

Every standard fabric that the user touches will repair 1 yard of damaged fabric per minute as long as the user maintains this technique. The user can maintain the jutsu on one point of chakra per object for ten minutes before needing to spend another. The user cannot, however, repair destroyed clothing; the technique will only work on torn or damaged fabric. Drawbacks: none
Chouyaku no Jutsu (Jumping Technique) - Spoiler:

Inuhana no Jutsu (Dog's Nose Technique) - Spoiler:

Minimum stat points required: CTR 6 Range: Self Sub-type: Supplementary Notation: open Preparation:none Description:An uncommon technique among genin that is actually a weaker variant of the much rarerHakken no Jutsu. The user amplifies his nose by a good amount, thus aiding in detection, but this ability is by no mean perfect and consumes a large amount of Chakra. This special quality allows the user to detect approaching enemies, but not sniff out hidden foes or track by sense of smell. Creatures with the scent ability can identify familiar odors just as humans do familiar sights. The user can detect opponents within 10 feet by sense of smell. If the opponent is upwind, the range increases to 20 feet; if downwind, detection is impossible. Strong scents, such as smoke or rotting garbage, can be detected at twice the ranges noted above (10 feet downwind). Overpowering scents, such as skunk musk, can be detected at triple normal range (15 feet downwind). When a scent is detected, the exact location of the source is not revealed—only its presence somewhere within range. The user can take an action to note the direction of the scent. | As always the numbers are subject to change but these should reflect the level of experience a officail ninja has compared to a shinobi in training. As before I will only list requirements above five Fuinjutsu: Sealing Jutsu Youso Fuuin no Jutsu (Element Seal Technique) - Spoiler:
Elemental Affinity:N/A Type: Fuuinjutsu Chakra Cost 4 Stamina Cost: N/A Minimum stat points required: Range: 30ft radius centered on scroll Sub-type: Supplementary Notation: Open Preparation: The user scribes on a blank scroll details on the target area, carefully leaving a space for the sealing symbol. A short sequence of hand seals activate the scroll for use. The whole process should take at least one minute. Description: This basic sealing technique is used as an exercise in many village and also to gather information about a battle. Upon completion of this technique, the scroll will permanently scribe onto itself the Name and Element of the last technique used in the area of effect, up to 10 minutes per level earlier (any later and the user will not be able to seal the Chakra activity). Once the technique residue is sealed, it disappears and leave no trace behind, the new "last" technique being the one that was used after that, and so on. The technique can only be used to seal a Doton, Fuuton, Hyouton, Katon, Raiton, Sound, or Suiton technique. A character skilled enough to see the Chakra Signature of another ninja can see that information on the scroll as well. After successful usage of this technique, the scroll will be unusable, as it is no longer blank. If there was no elemental technique in the area of effect or the technique were used too long ago, the "blank" kanji will appear instead of the seal and the scroll will be ruined. Type: Ninjutsu Chakra Cost 4 Stamina Cost: N/A Minimum stat points required: SEN 10 NINKWN 10 Range: Self Sub-type: Supplementary Notation: open Preparation: A half seal and the presence of 3 mile per hour+ winds coming in contact with the user Description: As long as there is a low wind of 3 miles or higher in the area that the user is occupying, he is able to determine which direction is north by means of this technique. The user's new found knowledge of north is correct when using this technique with normal winds, but can easily be fooled by techniques such as Ichijin no Jutsu or Kuuryuusan no Jutsu, and may be lost again within moments if he does not keep track of his movements. This technique can help the user identify an environment-affecting Genjutsu if there is one, at the GM's discretion, and cannot be used if no winds are present. Sarutobi no Jutsu (Flying Monkey Technique) - Spoiler:
Type: Ninjutsu Chakra Cost 1 Stamina Cost: 1 for first jump only Minimum stat points required: SEN 10 NINKWN 10 Range: Self Sub-type: Supplementary Notation: open Preparation: A few hand seals Description: As he uses this technique, the user is sent upward by a sudden updraft, as he seems to be riding the wind. The user of this jutsu jumps twice as far as he normally would have. This technique can be used up to twice in a row, when the user is in mid-air, to allow him to jump further up, but cannot be used while falling. Drawbacks: Costs chakra and stamina

I saw something like..jutsu for high chakra control.Take this out please. This seems ridiculous as some of those are clearly normal ninjutsu,whilst one is a medical.
And also you are not following the template correctly either, for example with the range you only have to type one of the words, Melee, Close, Mid, Long.
Also some of the techniques, are not E ranked and could be classified as D or even C. Keep in mind that Academy students DO NOT know Elemental jutsu as they most likely can barely mold chakra yet and are not even told their elements until they are genin. Elemental jutsu are not taught at the Academy's for the most part as the young shinobi are not ready for it...unless there are prodigies XD | |

| I look forward to seeing how your cost system will work. I know that I talked at length about DnD in the chat box but you do not want that here and I did not try to force this site into that system with the jutsus I have edited here. That issue had been settled. I can tell you what I was thinking.
As an example: with 40 points to spend as an academy student and ten stats to divide them between a balanced person would have 4 in each thus resulting in 12 chakra points for their pool under the system of 2SEN + PHE. If by rounded you meant (2SEN + PHE)/2 then it would be 6. Some may feel that as an academy student you would have no reason to put points in any of the KWN skills as the character has not yet learned anything about Tai/Gen/Nin jutsu or had any weapon training. This thinking may lead to point spread of 6, 6, 7, 7, 7, and 7, again for a balanced spread. This would result in 21 or 11(rounding up of course) chakra points. If the costs are too high then the student in the number of moves he can make in a fight. As it stands they can only use these weakest of jutsu 11 or 6 times. So while I by no means thought that my first, unpolished draft of the costs for Rank E jutsu was going to be perfect I hardly think that my cost were unreasonable.
I was under the impression that characters would have levels in this game and planned accordingly. Levels allow a ninja to demonstrate how much more experienced they are than their lower ranked compatriots. By having levels as a part of the jutsu a high ranked shinobi can have the their jutsu last longer and go farther. If levels are not going to be a part of this system then I'll edit them out.
As for duration, whether we have levels or not, it needs to be measured by posts if not rounds as I already have put into the jutsu descriptions. This is just as important a measure of preventing outlandish claims of power as having chakra costs in the first place. This does not take a GM to keep track of the length of a jutsu if the description has a duration listed. So players can call out their opponents not spending chakra to maintain a jutsu and know how often they themselves can have a particular jutsu up.
On the designation of jutsu as chakra control. I can see why having a separate category for jutsu with a high charka control requirement could be construed as unnecessary but to say it is ridiculous is well... ridiculous. The tree climbing technique was entirely chakra control based and as is a number of other non medical jutsu.
For the range I find the simplistic notion of a static four division for range insufficient. How is one to know if it is 3 meters or 5 meters? And the currect system does not figure in for jutsu targeting the self, nor does it allow for the range to increase as the level(or training or stat rank or whatever) of the ninja increases.
I feel it will be a more efficient use of my time if we figure out exactly how this system will work before I post any more jutsu. Not counting the research, self prompted edits, and edits requested, I have spent 12 hours working on organizing a list of jutsu to be used and editing the Genjutsu and non elemental Ninjutsu alone. | |

| I understand your train of thought, also remember that they MUST have at least 5 in all of the body stats as well. Also, as Academy Students they can barely mold chakra in the first place yet. The jutsu should not be construed just for them, plus some of the techniques can be D or C rank possibly instead of E rank. Generally speaking though, E rank jutsu are actually more or less useless for the most part.
Unless Hino changes her mind, levels are going to happen, but you're getting the wrong idea from them I think. Yes, it does in a way reflect experience (and helps us keep up with stat point accumulation and progression easier), but it doesn't mean that a higher leveled character would have any edge whatsoever really over someone of lower level. Levels basically will not effect jutsu, nor anything else in rp much. It would probably only have something to do with training. I am sure Hino can be more specific than me about it.
Speaking of duration, chakra cost per post and whatnot is fine, but not per level and whatnot. Being a more experienced character does not mean that you are better in anyway that a lower leveled character when using the same technique, higher leveled does not mean you have any added buffs or anything at all. It just means that you have more experience and stat points possible to train, nothing else. For example, keeping Raiton no yoroi active may take a certain amount of chakra per round, but there are no difference between...say a level 50 and a level 100 using it at all. Levels don't effect rp at all nor rp elements, it is mainly just to help keep up with things.
The whole chakra control section still needs to go, they can simply go under the basic jutsu. :/
I think I got the point across on the whole leveling thing, being of a higher level doesn't mean that the character can increase ranges. I do agree with you on the aspect that exact ranges are much more effective, but determining exact ranges in the midst of rp is rather difficult to do in general (in rp like this, it is easy in a game such as DnD). The set system however generalizes and creates categories in which to group the ranges, creating less squabbles like "I was 6 meters away, not 5 and your attack can't reach me" and whatnot. These sort of arguments over range can happen quite often when things are more exact. It does calculate for jutsu that effect the 'self', this being Melee range, which is 0 ft. (For example, a punch would be melee range as it does not factor in physical arm length). Range for jutsu will not change. (Maybe for more chakra, but eh.)

| I need to clear one thing out you start as Academy Student who just oined the academy,with other words you actually know not a single thing. So you actually can barely use a Jutsu or two,you will need to train that.To the KNW I might need to explain KNW once more. KNOW is knowledge. Let's imagine you are an Acad with 0 KNW and i tell you to use a Gen Jutsu,do you know what would happen? Nothing or better in your head would be nothing. You would look confused at me,try your best and nothing happen as you never heard a thing about Gen jutsu,you never heard of it doesn't know how it works and know not a single Jutsu.
Also Level is just experience,just cause you are experienced doens'T mean you are stronger. I always found this odd. I mean in real life you can be less experienced and still outsmart someone who is more experience like you. does it mean you are stronger thus more experienced?For example depending on how you use the skill points the chakra amount will grow. On the same time however you do need to use the points to spend them in KNW to have STRONG Jutsu. and i remember that we forgot to give you a list.
E= 5 -10 D= 10-25 C= 25-40 B= 40-60 A= 60-90 S= 90-100
this is a rough list which i had used to even create the stats,those would be the rough costs for Jutsu per rank. I always used the minimum if i am correct. Renji had helped back then. However as you see Acads have troubles to be balanced at all if they want to have a Jutsu or two.To the duration i agree that we need it,but not per level nor by rank. The costs alone should help.If done per level it could be that you could do it 10 times but only 3 times due chakra.This might frustrate the player...and thus he/she will blame it on the template. But if we design it as open as it is now,the player has to think more about the stats and later about roleplay. How to play the character ,where are the stats needed,more chakra or better Jutsu? But is it ok to have a high ranked Jutsu if it eats all the chakra? Chakra and Stamina already give you enough limitation. trust me it is hard to make a decent Character XD you will need to focus on many things at once. But i agree a Jutsu does need lentgh but not per Level...and i think most are instant. Maybe we add 'Duration of Jutsu' To the template then you can add whether it lasts one round or ten or as long as chakra is used. But you rather need this for high ranked Jutsu.
to the Levels. I want you to look around,do you see a word and a Number flying over the heads of others? The Shinobi will be unable to see Levels in the Roleplay so i do not want it to have a big impact on the game. Thus i plan something else ,like special rank and titles one can gain during the game ,which comes along with special abilities. Like becoming a Sensor,thus learning the sensor technique, thus becoming a part of the Village's Tracking squad. For example. This is similar then to become a Medic,You are chuunin but also medic this is in game knowledge it has much more impact on the game itself.The Levels are created so everyone can have the same amount of skill points in the end without restricting most on being Anbu while 5 are Kage and thus a lot lot stronger. Which i find unrealistic. If trained long enough even a Genin could be as strong as a Kage...i am sure the Kage might just promote the Genin if he notices the strength but this would be RP related again.
The tree climbing thing is a normal non elemental Ninjutsu. If you think it needs more chakra control then increase the costs. REMINDS ME

Those are old very old. However you clearly see which Stat is used for which jutsu. You can use them to determine the costs. I would love it if you did use those as a loose base. It might help i think.
this i used to create specialities....I know it looks DnD like..we did want to keep it but somehow...it creates just a big number and i dislike big numbers....so we dumped it more or less but it does hep when determining costs and i based everything on this.
