Here is an alternate concept to the other stat system...

Minor stats:

Strength (STR)-- How strong your character is
Endurance (END)---- How hardy your character is
Dexterity (DEX)--- How good your character is good with their hands
Knowledge (KNW): Tai, Nin, Gen, Med, Fuin, Wea, Pup---- These are the sub categories, this is the most expanded upon, being how much you know on a subject.
Wisdom (WSD)--- How wise your character is, how good their judgement is, this is their wit.
Spiritual Energy (SEN)---- The spiritual makeup of chakra
Physical Energy (PHE)--- The physical make up of chakra

Major stats:

Total Chakra (CHA) = SEN + 1/2PHE, rounded
Chakra control (CTR) = WSD x 3 - CHA

Taijutsu STR + END + PHE / 3, rounded + TAIKNW
Genjutsu CTR + WSD + SEN/3, rounded + GENKNW
Ninjutsu SEN + 1/3PHE + WSD/3, rounded + NINKNW
Medical WSD + CTR + END/3, rounded + MEDKNW
Fuinjutsu DEX + SEN + WSD/3, rounded + FUINKNW
Weaponry DEX + PHE + STR/3, rounded + WEAKNW
Puppets DEX + PHE + WSD/3, rounded + PUPKNW

Seems difficult right? But, this is just a concept as these have not be thoroughly tested for accuracy to make sure it doesn't fall apart with certain stat numbers, but it seems pretty stable actually. 3's are always more trustworthy and stable than twos. Rounding is always exercised in that under 5 and it is rounded down and over 5 and it is rounded up, 5 is always rounded down.

This system attributes to the fact of knowledge, being able to do something does not attribute to knowing how to actually do it. It is like driving a car as being able to drive a car is completely different from knowing how to drive a car, with knowledge one can drive safely and efficiently without posing a major threat to others. Without knowing how to do something despite being perfectly able to, doing it is not impossible but much harder to do. Now for the Velocity stats and regulations....

Agility, Speed and Reaction

Speed will determine how fast your character can truly move, however there are imposed natural physical limitations to this aspect, as you can only run so fast until your muscles turn to jello or tear apart completely, literally. This natural speed limit onset by our own body can however be bent, through the use of chakra. However, running around with chakra in your legs all the time is not recommended either as doing so will put a drain on your chakra levels, approximately 20 chakra points if used extensively for a few posts. This can really be a costly drain in a long battle. The biological speed limit is around 23 mph average for a shinobi that is well conditioned, but your muscles won't be permanently damaged unless you break 35-40 which is the biological limit newly discovered at said link, Biology of human speed, however these biological may seem rather high, but training your body to do so will be extremely unlikely and difficult.

Agility will determine how nimble one is, how well your character can maneuver around things, how fast you can turn, hop and skip around attacks with grace. For a more detailed explanation of agility see, Human Agility. Agility on this site, will basically determine how nimble one is and how quickly you can change direction and momentum, in other words, how well you can essentially dodge. This is directly tied with reaction time.

Reaction is how fast you can react to a stimulus, being lethargic generally does not bode well, nor does being jumpy (usually). A ninja has to be able to react quickly to a flying kunai seen at the last second, or a sound genjutsu to plug your ears before it can take hold, reaction is important for a shinobi. The average human reaction time is between 150 ms to 300 ms respectively, in other words, reaction times below 130 or even below 150 are rather rare, however some exhibit extraordinary reaction times, some even down to 80-100 ms, however this is almost impossible to do through training, especially around 80 or 90 ms.

I am not really sure how to tie the reaction and agility in yet, perhaps through use of a system like above, I am not exactly sure, but speed is less of a stat and more of a law of basic biology as all are related to.

How are they used?
When?

How does fighting with them work?
When is knowlendge ever used?
How is that knowlendge thingy working?

Why is ontrol created like oyu stateD?It makes no sense..like this it will get uber big ,thus also kinda unfair.

Right know KNOWLENDGE is not even used in the other things. Can be taken out if oyu ask me.


Then where is Kenjutsu?Where is Ningu(use of weapons)?

Do you mean how are they generated for a new character? Well, in that case dice could be used maybe, since you love them so much, a different dice per rank perhaps? Or we give them a set number of points depending on what rank they are and we let them distribute them accordingly to however they wish to build their character.

Knowledge, I did not explain this part very well, what I mean is this...the stats will be as follows.

Taiknw
Ninknw
Genknw
Medknw
Fuinknw
Weaknw
Pupknw

These stats dictate how much an individual knows about their skills, at the beginning, for say an acad or new genin that had just been promoted for the academy, these will be more equalized since in the academy and early on, a young shinobi is taught a wide range of things about all ninja skills and later on, they choose which ones they like the best or the ones they are best at, in other words specialities.

Specialties can easily fit into this system, say your character is a Taijutsu specialist, being so will create caps on others that is lower than the balanced cap, which may be...100 pts or so, so a Taijutsu specialist may have his caps for Taijutsu related stats increased to 160 pts, while others such as ninjutsu related caps may go down to 55. Since they won't be focusing on ninjutsu much and will work mainly at taijutsu. A pure taijutsu specialist will have a higher taijutsu stat than say, one who focuses on both Taijutsu and Fuinjutsu for their 2nd specialty. It depends, I am still working out some things on specialties.

Well for the control, I used guesswork, it'll need some work.

As for use in battles, if Ninja A has a higher Taijutsu than Ninja B, then Ninja A is better at attacking with Taijutsu, but Taiknw will be more important in determining how good one is at defending against it, if you are weak, but you are knowledgeable about it, then you should be able to defend against it better than attacking, right? As for Genjutsu, this is very important that you know about how it works to defend against it.

Please, don't hesitate to express any concerns, modify and propose your ideas, it is important we work together. As for now, I must go, don't have the time to really explain everything in great detail and a lot of it is still conceptual, but it will work well with good thought and refining I think.

INstead of giving them just a bunsh of points..we should let them rol the points like below. Thuse not every one will have the same amount and the character varies. Like in Real Life. You can be the same age and height and weight..Yet one might be faster then the other..whilst the other is stronger and yet both are in the norm fr their age. Here it is the same. We will get weak to average and to strong people. And with training all of them can reach their full potential. Some just need to trian more then others. Now to the limit. An Acad can maximal roll 36 points,this is the natural limit of an Acad,with training they can extend the limit a bit then the limit would be the limit of a Genin.Means a Acad can maximal reahc up to the limit of a Genin,whilst the Genin can reach the limit of a Chuunin. However the training to reahc Genin standarts whilst being Acad will be hard and put much strain on the body of the Acad.The Limit of the Kage has yet to be determined.Maybe the gaps must be changed as well.

A by the way,i left out Special Jounin as well as anbu captains on purpose. Hunter Nin miss too. Hunter nin are a Kiri rnak only and more or less equal to ANBU. The Anbu captain is more like a title then a rank ,while special Jounin is also..more like..a title.Special Jounin are often between Chuunin and Jounin and preform tasks of teaching youngster ,up to heal others. So..Teacher and Medic..this you could also do in RP.This could be linked ot the specialities.

Advanced knowlendge has to be unlocked via RPG through reading books and or training...You only can start training somethign if you know about it. An Acad will most likly learn about the 4 basic thing first,then you will learn about the rest. It is possible that a higher ranked character (that was builded) can start of with one of the advanced stats..but only if this is mentioned in the BIO of the chaacter and told to the admin beforehand..I noticed that we might need to add 4 dices to eahc rnak,due the amount of basic Stats.

I kinda think that both is exhausting to the body...as you need to focus on ontroling something. I mean..you need to control a giant fireball or an illusion both is exhausting!
